Long-Term Rentals , defined as 12 months or longer are allowed. The owner shall provide a copy of the lease agreement to the Board of Directors prior to occupancy for each lease term.

Short-Term Rentals are prohibited. This includes daily, weekly, or monthly (aka “hoteling”). In Horry County short-term rentals require a business license, along with collection and remittance of sales and hospitality taxes. This is indicative of a commercial enterprise, which is prohibited by Article 10 – Use Restrictions, Section 1 – Land Use in the Covenants.

The speed limit is 25 mph and is enforced by patrolling policemen in cruisers. Safety is of the utmost importance to our walkers, bikers and residents so please observe this speed throughout the neighborhood.

A yearly telephone directory is also published and distributed (updated periodically in the Town Crier). These are for the residents only. We value your privacy so this information is not to be used for business, charity, or political endeavors, nor is it to leave the neighborhood.

There is a ladies luncheon once a month from September thru May at local restaurants, a Knitwits (stitchery) group, and a Sunday Couples golf group in the neighborhood. The Social Committee also arranges a number of events throughout the year. Please refer to your telephone directory for more information. Also be sure to read notices sent via email by the River Hills Town Crier.

The River Hills Town Crier is an email distribution for communications about events and information within the River Hills Property Owners Association.
The POA is run by a group of volunteers who are elected to a term of three years on the Board of Directors. You will need to be a home-owner and full-time resident for at least 12 months before you volunteer for the Board but there are no restrictions on any of the committees (listed in the telephone directory) that help make River Hills so great.
Our POA money goes to trash collection for all residences; the operation, care, upkeep, insurance, taxes and hiring of personnel for our Common Areas; maintenance of POA drains; care and paving of all roads; street light fixtures and bulbs; all bookkeeping of POA funds; and police patrols in our neighborhood.
If your garbage can was old and beat up, it’s possible that the garbage truck ate it. Call our Bookkeeper, listed in the telephone directory for a replacement.

Article IX – Architectural Review of the Covenants specifies that the Architectural Review Board (ARB) approve, in writing, all new construction plans, and all modifications to the exterior of existing buildings and property. The ARB Committee members are listed in the Directory, and the ARB manual can be found on https://riverhillspoa.org/

Anything related to the exterior of the home, including items such as roof, paint, concrete, façade, windows, decks, pools, hot tubs, fencing, tree removal and even landscaping fall under the heading of the ARB. Nothing inside the permanent exterior walls does, but interior remodeling may require Horry County permits and inspections to ensure current building codes are met.

No signs are allowed on property during renovation or remodeling projects. Only a general contractor can place a sign on your lot during the period of ORIGINAL construction, preapproved by the RH ARB. Security signs are allowed with permission of the ARB. Open house sign is permitted with stipulations. Refer to the Rules and Regulations in your telephone directory or to the Summary of Restrictions and Covenants at our website for full details.

Covenants Pets—Article X, Section 3 and Article VI, Section 5. Pets must be on a leash or carried when on common property. It is the pet owner’s responsibility to dispose of waste material from their pets. A pet not properly restrained and/or failure to dispose of pet waste shall be deemed a nuisance. Owners of property adjacent to the golf course are prohibited from distracting activities including maintenance of unfenced dogs or dogs who’s barking, running on the fairway, picking up balls, etc. interfere with play.
